reminder to notify chair of intent to participate

This is a reminder that in order to become a member of the OASIS
HumanMarkup TC at the first meeting on 17 September you must notify the
chair (Ranjeeth) of your intent to participate 15 days before that
meeting, in other words by 2 September. You must also be an OASIS
member, and you must attend the first meeting on the 17th.

If you do not notify the chair 15 days in advance *and* attend the first
meeting you will need to notify the chair then be on probation for 60
days or three meetings.
