I don't see any logic in this at all.

An individual test. Not the whole UUT, not a group of tests. This single entity.

Define the criteria needed for this single test to pass.

If running the test causes those criteria to be met, generate a PASS.

Otherwise, under any circumstances, including the test not being run,
then *this test* has failed.

If this cannot be accepted as unambiguous and obvious,
then ......
