Does the spreadsheet have specific labels for each element? Column for label
for forms being introduced now.
What is the information flow. (using xpath files plus annotations now)
All elements in UBL are unique - so there's a key
Normative spreadsheets are in open office (XML)
Element name is in one column
UBL dictionary markup instance
