HISC Teleconference 2005-06-21/22

Another successful Pacific TC teleconference this evening ... we brought up 
the need for a "Phase 0" in addition to Jon's phases 1 and 2.  I proposed 
that HISC prototype and create candidate UBL 2.0 specifications for those 
document types in UBL 1.0.  We were informed that the document types in 1.0 
should all be in 2.0 and will be largely unchanged.

This has a number of benefits:  it spreads the (immense amount of) work 
over a longer period of time, it proves to ourselves our grid-oriented 
approach and geometry-based specification methodology actually works, it 
gets our methodology accepted by the group before we invest too much time 
in new document types, and it shows other members of the TC the kind of 
input we will need for us to complete our work under their purview.

 From what I gleaned in today's TC teleconference, phase one will add the 
e-procurement document types (maybe 8?), and part of phase two will be 
transportation document types (maybe 5?) ... I did not get a feel for the 
magnitude of "other" part of phase two.
