It seems to me that at the point that they are asking for an OASIS resource
(the  mailing list) they should be open enough to allow any OASIS member
see what they are doing.  It seems obvious that in most cases there will
have been private communications before that (otherwise how would a group
have formed to ask for a list) and that there may be private off-list
conversations after, but that the list should be open.

An option is to put OASIS into the business of providing private mailing
list services to any group of members who ask, as a benefit of membership
and unrelated to the committee process.  I find it unlikely that OASIS has
any interest in doing this (and don't like the smell of it myself), so I
think it reasonable that committee-related lists, even if pre-official
existance of the committee, be open.
