We've had reasoned arguments to all the above posted to the group, but I 
personally want to stick with 2 since we are only talking about the 
discussion group.  As I understand it (please help me if I am wrong) there 
shouldn't be technical or any other discussion other than determining the 
following to complete the "Call for Nominations":

   1) - purpose of committee

   2) - selection of a chair

   3) - description of deliverables

   4) - formal meeting schedule (voting members for decision making)

   5) - informational meeting schedule (voting members, non-voting
        OASIS members, members of the public for information sharing
        and collaboration; probably held at conferences)
      - this isn't called for in the document but is something of
        interest to us because of the desire for public input

   6) - closing date for "Call for Nominations"

   7) - drafting of "Call for Nominations" and "Request for Creation of the TC"

The waiting period for sign-up to XSLT Conformance ends on Monday and 
discussion begins regarding the above.  I think we are agreed it will be 
archived, which means people not on the mail list will see the postings ... 
the question is who should be allowed to see the postings of the discussion 
group.

My desire for (2) may be outweighed by the logistics supporting it ... we 
know options (1) and (3) are supported (indeed, I'm assuming (1) is in 
place right now according to the following from Laura):

List posting address:   # XSLT-Conformance@lists.oasis-open.org
List request address:   # XSLT-Conformance-Request@lists.oasis-open.org

If I turn this on (I'm working on how to do that this afternoon), I *think* 
(3) is supported and everyone can see the archive ... how would we put the 
archive into the member only area?  Even publishing the link to the 
archives in the member area and not publishing the link on 
http://www.xml.org/archives/ isn't protection because the naming 
conventions are predictable and a non-member could probably guess.

Supporting (2) also requires knowing who is and is not an OASIS member ... 
http://www.oasis-open.org/html/alphamem.htm lists only organizational 
members and not individual members.  *Anyone* can send a request to 
majordomo to sign up and right now subscribing isn't moderated so everyone 
is accepted.  I *think* everyone I've seen is a  member, but I had to delay 
two days responding to one request for information due to not being able to 
confirm the requester was an individual member.

Once subscription to the mail list is qualified by OASIS membership, then 
the *live* list discussion is restricted to only those on the list (I think 
... I don't know what I have to do to prevent non-list-members from posting 
... the reason I ask is my workprocess@lists.oasis-open.org posting of 
2000-03-31 was as a non-subscriber to the list ... or should I even worry 
about non-posters posting?  I think I should worry and disallow it 
otherwise they are effectively participating by getting their comments in 
to the discussions by posting and looking at the responses through the 
archive).

So, for the formation period we then have a live discussion for subscribed 
OASIS members and an archive for all OASIS members.

During the formation period we discuss and craft the "Call for Nominations" 
and then formally publish that to the members of the list.  The members 
committing to voting participation post their commitment.

After the close of the "Call for Nominations", the draft "Request for 
Creation of the TC" is filled out with the membership details and forwarded 
to the ACTC.

The ACTC forms the committee and our status changes from "discussion group" 
to "technical committee".

Then, for the actual TC we have a live discussion for subscribed OASIS 
members and an archive for the public and we are off and running.

Out of all this exploration and experimentation on my part to figure out 
what to do regarding mechanics, I'm willing to write a "Discussion Leader 
Guidelines for Proposed TC Formation" document (a supplement to Jon's 
interim work process procedure document that is oriented to the 
nitty-gritties of the minimum setup requirements for majordomo and other 
questions that came to my own mind during this effort) that can be posted 
for others wanting to do this ... I can't believe I'm the only one 
overwhelmed by majordomo and the membership logistics.  If you think this 
is an appropriate document to make available to others, then I would 
appreciate if I could get some input to this when I write it all up.

Out of this long post (and after just reading the majordomo documents), I 
think I've reasoned what I am supposed to do is as follows:

  (1) - turn on majordomo restrict_post= so that only subscribers can post

  (2) - turn on subscription approval with 
config/subscribe_policy=closed+confirm

  (3) - request majordomo-owner@lists.oasis-open.org to turn on archive for 
the list

  (4) - link to the discussion archive from behind the "members only" 
firewall on OASIS site

  (5) - eventually link to the discussion archive from the public page on 
OASIS site

  (6) - request the Member Services Manager (Scott) to maintain a list of 
active members for approval validation purposes

If anyone objects to what I'm about to do, please let me know at the 
meeting tomorrow ... Jon, could you please add this discussion to the 
agenda if there is room?
