implementation updates

All,

I have incorporated some more implementation updates, and will post the 
updated matrix pretty soon.

Every new 2.0 test now has at least three "Ok", except

utf16-sf-apsid-01
utf16-sf-name-01

which have only two "Ok" implementations -- IsoView and VizEx.  The others 
are "Fail(indef)" or "Unknown".  While two suffice (barely), this is a 
fundamental (unicode in non-graphical text) capability.  Is there any hope 
that anyone else might pass this in the near future?  (Feel free to 
communicate privately if you don't want to speculate about your 
implementation publicly.)
