I am strongly opposed to the idea of requiring people to register before
they read the specs: people should be able to click on the spec's URL and
view the spec with NO intermediate steps. It would be interesting to have
information about who is downloading the specs, but this absolutely should
not be done in a way that makes access to the specs less convenient.  For
example, the OASIS logs could be scanned to summarize the distinct domains
accessing a spec each month.
