I would be willing to take primary responsibility for an OASIS Open repository for the L&T materials. Even if we can't find the resources to extend the design, we'll need to create a standalone set of grammar modules for use with DITA 2.0 and I'm happy to take responsibility for that.

        The default option has always been to place the learning and
          training specializations in an Open OASIS repository. We would
          need a TC member to take responsibility as the repository
          maintainer.
        When DITA 2.0 comes out, hopefully we would have volunteers who
          would do the minimal work on the grammar files to make them
          compatible with DITA 2.0.
