Just in case it isn't clear, we are NOT ready to send anything off yet.  I assume Erik cc-ed Jamie as a courtesy, but we are still discussing things, and the TC has not yet approved sending anything for registration.

Here's a second draft of the RFC for consideration at next week's meeting:

I've added a brief section about fragment identifiers and included the additional points and corrections from review.
