I dunno. Maybe you could get pretty far.

Is linking/cross-referencing also still a challenge with css and
xml?  I have this memory of struggling with that long ago.

I had to resort to adding the HTML namespace and declaring html:a with a href attribute in the local subset; ditto for html:img and src.
