For a work at University I have played [1] with ebBP 1.01. But it is
incomplete: no join/fork/decision, no business signals, no timers ...
And it is written in Ruby (guess most people expect Java).

There is www.jbpm.org which was just joined into the jboss project. It
is available under the LGPL licence if that matters to you. I think they
are based on Van der Aalst's extended petri nets theories/works. They
list ebXML BPSS on their website. So that might be something to look at.
