Someone please add "override of value of BPSS timeToPerform" to the CPPA
open issues list.  Can we get this in for V 1.1?

I agree that timeToPerfom should be overridable.  This is primarily a CPPA
issue; obviously, the CPPA and BPSS must have the same semantics for
timeToPerform.

Someone at my lab has suggested that the value of timeToPerform should be
able to be overridden in the CPA.  This would enable tailoring
timeToPerform for the performance of different implementations. This makes
sense to me.

Is this alread on the interlock list?  If not, can it be added?
