According to the TC Process rules, when
conducting an electronic vote we need a majority of TC voting members to
make a quorum and as we only had 15 out of 41 we were well short of a majority.
The relevant extract is below.
Electronic Voting
TCs may conduct electronic ballots via the TC's general
mail list or the publicly archived electronic voting functionality provided
by OASIS. The minimum period allowed for electronic voting shall be seven
calendar days, unless the TC specifies a longer voting period for a particular
ballot. For the purposes of electronic voting, a vote is valid only when
a majority of TC members who are eligible at the beginning of the vote
have cast ballots, and a majority (or super majority, when required) of
the ballots cast will decide the issue.
So we must re-run the election to try
and reach quorum. I hope this time we will be successful and we can
move on.

I didn't vote on Graham's paper because I was taking
time off from
email to recover from a long trip and assumed that it would meet
with no opposition -- an assumption that turned out to be correct.
I would guess that I was not alone in this.
The problem here lies not with the vote (which was obviously a
vote to approve the document -- 15 to 0 is a pretty clear
decision) but rather with the criterion used to establish the
outcome. This was a decision calling for a simple majority, which
is defined as a majority *of those voting*. By this criterion,
the question passed.
Instead, we appear to be requiring a majority of the entire group
to make a decision, which is quite unusual in a normal
parliamentary process such as the one we are supposed to be using
(Robert's) and is contrary to the process that would be used if we
were meeting in person.
I suggest that we declare this document approved and move on.

It is with great regret that I have to tell you that we did
not reach
quorum on the recent ballot on Graham Beaver's document. Only
15 out of
41 members took the time to vote. I won't name and shame
those who
didn't vote.
This I find deeply disappointing, firstly for Graham and the excellent
effort he put into the document, and secondly for the future of
our TC.
This was our first ballot and we fell at the first hurdle. That
doesn't
inspire confidence for our future work. Hopefully this will
turn out to
be just teething troubles and once we all get the hang of voting
then
we'll be OK in future. If not well.......
I'm going to re-run this ballot and also put up a ballot on Eliot's
Interoperability Services paper. Please take the time to
vote this time.
