  The policy has required 3 statements of use from OASIS Organizational Members since the very first edition of the TC Process created back in July 2000.

From TC members, it seems like we could at least get Neal McBurnett
(who uses EML as part of his election audits software) and ES&S to
write statements of use.  If we could get the CA SoS office to pony up
the $1k or so (if I read that right, which I doubt), they could
describe their use of EML for publishing election night results. best,
