I'm well aware of the uses of profiles.  For example, Canada has developed a profile of CAP 1.1 that addresses particular concerns and constraints of their environment (e.g. bilingual usage) within the bounds of the global CAP spec.

But in the particular case of CAP, global interoperability isn't just a theoretical desire, it's a fundamental requirement that's set forth exnlicitly in the spec.  

I understand that not everyone on the TC was around for the origional discussions about CAP's particular goals, but they're documented in the spec and they give is a basis for discriminating between what's possible and what's appropriate in this specific instance,

Regardless of what we may believe about standards in the abstract, in the particular case of CAP, global interoperability and simplicity of implementation in the widest possible range of platforms and connectivity schemes are explicit and fundamental requirements and have been since the very start.
