I think that I need a little more explanation on the difference between componentRef and documentRef. From my (maybe too simple) vision, - componentRef is used for a fragment of a very large document that is put in a separate file and - documentRef is used for identify included document for different reason (subdocument can be an attachment, the copy of an already existing document (extractStructure) or a document completely amended (quotedStructure). So, for me, componentRef is a technical issue associated with fragment (I can replace the body of the fragment in place of the componentRef) while documentRef is a logical composition associated with document type elements (I can put a complete bill or act in place of the documentRef). If this is correct, it seems to me more logical to be able to represent correctly these documents, to accept also documentRef (and his associated document type elements). I have tried to model the first case (motion with embedded the proposal) in very raw and incomplete way, but for the relevant issue I have used successfully <componentRef>.
