About the workflow: We first work on those issues, which are at least implemented in one application in "extended" mode, or for which a developer exists, who is actively working on it. Such "extended" mode has the purpose to bring in new feature.

Besides, I have one software development student, who wants to take that Impress zooming presentation part from my propsal as his thesis topic.

My question is - how to proceed properly in order to get his work applied to next ODF version?

The student should contact the TC with a proposal, how he/she thinks, it could be integrated into the standard. For now the template https://wiki.oasis-open.org/office/ProposalTemplate is a start to see, which information is necessary. The student should find an open source application, that supports ODF 1.3, into which the new feature can be integrated.
The student should get in contact with the community of that application.
BTW: You might consider to propose it for a "Google Summer of Code" (GSoC) project.

https://www.oasis-open.org/open-repositories/ but in which repository is ODP part of OpenDocument? Couldn't find that repository nor process > description, how it could be possible to propose commit at proper moment.

The most actual specification is published on https://docs.oasis-open.org/office/OpenDocument/v1.3/cs02/ Presentations are in part3-schema. The associated Relax-schema is OpenDocument-v1.3-schema.rng in folder 'schema'. For development of the standard we have started to use https://github.com/oasis-tcs/odf-tc/

A cooperation with the ODF TC (or with an ODF TC member, who works on the chosen application) already during the implementation of a new feature is desirable. The standard is very comprehensive, so it is easy to overlook or not find something.

Certainly not all of my proposals does not fit into thesis, so everyone is welcome to join into discussion and development.
