I don't think "participate" means you used the contribution, but that there was participation. What constitutes (sufficient) participation is another matter. Even comments that are misunderstandings can lead to clarification and improvement, even though there is no identifiable specific contribution in the result. The TC is not required to acknowledge or use any Contribution. 2.18 ... must include a list of people who participated in the development of the specification So, if you get a comment, but don't actually use it (i.e. not changing anything in the spec), one could argue that the comment didn't help in developing the spec, therefore the name isn't required to be added to the list of acknowledgements. Of course, if the comment does in fact results in changing the draft, then the name must be on the list (but since you've changed the spec, you're in for another round of review anyway...)
