I've once learned that fact but I forgot it when I wrote my original
post.

Actually, NOTATION type of XSD is harmless because NOTATION must be
accompanied wit enumeration facet. It's just that those enumerations
must be adequately declared by <xs:notation/>.

That means all we have to do is skip that check and allow any value as
an enumeration.

So I was wrong.

If any, the only issue that the TC should consider is whether any other
datatype vocabulary wants to use notation declarations of DTD.
