1.1 s/b priority, & has been - only considered 1.2 when 1.1 issues discussed
...wouldn't be PR only CSD
...Problem is that WD's are "fictions of editors" - need something with more "tangible" footing for 1.2

ASSEMBLY-246 should really be incorporated before making 1.2 CSD
(ASSEMBLY-246 is to incorporate WS-RA language and depends on Mike's AI)

Including ASSEMBLY-246 would be one less rev, but WS-RA is not actually a W3C reccommendation yet - only CR

We did discuss and agreed that CR was sufficient - could be waiting a while for full reccommendation

Time IS actually being spent on 1.2 at the expense of 1.1 (e.g. Exit Criteria)
...Want to avoid confusion (1.2 would be publically accessible)
...also to avoid "distractions" of 1.2

There needs to be significant review form WD to CSD and this time should be spent on 1.1

AI was not a question of prioritizing 1.2 over 1.1
...also working on other (essential) 1.1 work (Test Cases)
...CSD is not a big deal (no public notification but doc is public - as are ALL docs)

Exit Criteria is the sticking point - shoudl devote all energies to getting that completed
...don't see any benefit in CSD for 1.2 and Exit Criteria could have impact on both 1.1 and 1.2

Problem is that 1.2 has no official standing and that should be corrected

What harm in approving CSD for 1.2? People still working on 1.2 issues (and 1.1) and that won't change
...CSD is not "finished product" and will change - but that's OK
...issue really seems about not having sufficient implementations
