[xtm-wg] MOTION: Charter revision - redefinition of quorum

MOTION: Alter the text in the third paragraph contained in section 3.3.2 of
the TopicMaps.Org charter to read:

A quorum of an absolute majority of Participating Members must be present at
a face-to-face meeting to allow votes at the meeting. For non face-to-face
votes, at least two-thirds of all Participating Members must vote in order
for the results to be valid.

REASONING:

Past F2F meetings have had difficulties reaching a quorum in order to
conduct business.  The requirements for special types of motions do not
change by this amendment, only the ability to conduct a face to face
meeting.

This motion requires a 2/3 majority to pass.  Ten (10) "YES" votes are
required for this motion to pass.

The voting period shall run from February 6, 2001 through February 14, 2001.
