Well, doing this in a well-known topic mapd document effectively means
that you have created a PSI for each language as well. All those
topics must have IDs since the DTD requires it, and so the topics
essentially become subject indicators. In F.5.2 of XTM 1.0 it is
stated that if one topic uses another as its subject indicator, they
have the same subject and should be merged.

The result of this is that you get it both ways. I can use PSIs, and
you can use scoped names.

| As for dates and time periods, which have the subject of some
| interesting discussion, it would be perfectly possible to have a
| topic whose basename is "20010315" in the scope of a topic whose
| subject is ISO 8601. The subject of this topic would be 15 March
| 2001.

I agree that this would probably work for most humans, but nobody
could expect software to understand this until there is a
specification that defines this mechanism.
