I agree. Annex E is labeled "normative" and the references to country.xtm,
language.xtm, and core.xtm are part of that annex. Steve, do you object?

How about the normative work done by the AG other than the spec itself
(e.g., as mentioned above, core.xtm etc.)? Is that considered "current
specification work" as well, meaning it, too, would go back to ISO?
