Metaquestion, just because I'm lazy:

In the all the examples I've seen, hrefs, for example to topics, have
bare IDs:

<topicRef xlink:href="#foo"/>

Which spec (XPointer, XPath, XTM) defines this as being equivalent to:

//*[@id='foo']

?
