number of founding organizations

I need an interpretation:

The TC process states that three PEOTCPs are required to start a TC, but
doesn't say that they should represent three different organization. I
thought, though, that that was what we intended.

I'm worried that a TC could be started by a single organization that assigns
three of its employees to work on the task. We could end up with a committee
spec that comes from a single company. Or maybe that's okay.
