This point has been mooted in the W3C WSA WG not long ago. The consensus is
that the intention is that SOAP will work over multiple transports and if
the transport is multicast, there can be multiple ultimate receivers.

Of course, today people are doing HTTP only. (e.g. WS-I BP)
