Phil,

To repeat an earlier mail of mine - why don't you just discuss the 
technical issues, and accept appropriate technical changes?

It just wastes everyone's time going through this document shuffling and 
balloting.

Let us get sensible technical agreements and/or compromises, so that we 
can all move forward together.

Playing politics with technical material is NOT a good idea.
