I have an idea how to solve this. The current olink mechanism has a language
fallback feature that is described here:

http://www.sagehill.net/docbookxsl/OlinkResolving.html#OlinkLanguageFallback

If an olink target is not available in the current language (because the
target has not be translated to it), then you can tell the stylesheet to
search through instances of the same targetdoc in other languages, from a
list of languages you specify.  I tried your example by mocking up phony
languages for the two books, and got all the links to work between the two
books.

But it would not be right to use the language feature for your purpose.
Something like it should be implemented to permit a fallback sequence for a
target when it isn't found where first expected.  If you are interested, I
could send you details off-list of what I did and how this might be extended
to handle your case.
