I've added my suggestions on the Wiki (most of them can probably be
merged into your outline, but I didn't want to ruin your structure :-)

Perhaps the other members can add some remarks, before Monday 2nd ?

Then we can start writing the first draft next week, and collect
additional feedback based on the draft.

Approximately now.  It won't be the most fascinating thing to read, but I
think this outline captures the major topics we would need to addresses.
