I suppose so ... if you are deriving your own schemas from UBL 2.0 
then you would follow the UBL 2.0 NDR, while if you are deriving your 
own schemas from UBL 2.1 then you would follow the UBL 2.1 NDR.  The 
schema directories have different contents and dependencies.

Am I missing something in your question?

Those two questions would be best answered by Asuman Dogac, who I 
believe follows this UBL-Dev list.

Yes it is, as we haven't determined the UBL 2.1 NDRs yet.
