I suppose so ... if you are deriving your own schemas from UBL 2.0 then you would follow the UBL 2.0 NDR, while if you are deriving your own schemas from UBL 2.1 then you would follow the UBL 2.1 NDR.  The schema directories have different contents and dependencies.

Am I missing something in your question?

I might not be 'deriving' as such; in the case I'm thinking of I would be
creating new document(s) and therefore it might be arbitrary whether
I use UBL 2.0 NDR or UBL 2.1 NDR (though I gather 2.1 might be a
better choice for other reasons - more mature, etc). I'd be creating
a major version schema on this occassion but would obviously have in
mind that I would need to be able to create minor versions later. In terms
of the UBL model, I probably have no preference for 2.0 or 2.1 so the
model would not be a great factor I would consider in deciding whether
to use 2.0 or 2.1 NDR. But I take your point; if I did need one of these
for model reasons it would determine which NDR I use. In my case I
don't have a preference for model reasons so my choice might be made
for almost aesthetic reasons or, more likely at the moment, the tool I use
might limit my NDR choice. Are there other factors to consider? e.g.
if I'm making a major version can I use 2.1 NDR; will it allow me to make
a minor version later? I accept I'm jumping the gun if the NDR for 2.1
isn't yet nailed down.

Will I be able to use tools like the one from Turkey (I'm
guessing that is the iSURF initiative one) to make some
schemas or will that depend what NDR I choose?

Can I at this moment use the iSURF one to create schemas
for UBL 2.0 NDR?

Those two questions would be best answered by Asuman Dogac, who I believe follows this UBL-Dev list.

I'm guessing it might be too early to
make 2.1 schemas from my own modeling spreadsheets.

Yes it is, as we haven't determined the UBL 2.1 NDRs yet.

Will I have to wait for updates to tools to create 2.1 NDR
schemas? (I wouldn't mind the wait.)

Yes, I suspect so.

I got the impression
for iSURF that I need to create the model online in the
tool itself rather than importing conventional spreadsheets
into it. Will the taskforce be using spreadsheets like this
or transfering the document designs into the tool by hand?

Again I would defer to Asuman to answer your question regarding her tool.
