The vote on language for CS 3-5 was 6 in favor, 0 against.  So it
passes.

Folks, this is not a very good performance.  Votes in mail require
a majority of the entire voting membership.  So the three
committee members who failed to return a vote on this question
(you know who you are) effectively voted No.  We can't make
progress through email if people aren't going to vote.  Tsk.
