There have been already a big opportunity to avoid such differences, by using UBL 2.0 as the 1st usable set of business documents, and by providing new updates to all UBL adopters, directly from the CEFACT standardization process.

I think this train is lost, and also the wheels, that needs to be reinvented.

Is this a problem for SAP GDTs too ?

This is very simple.  UBL defined BIEs before there were any CCs from UN/CEFACT, or even before the CCTS was finished. The UBL BIE library does not directly relate the to CCL as defined by CCTS.  Only a mapping is possible, much like mappings between various standards.  It is easier since both UBL and UN/CEFACT used CCTS. 
 
The obvious question - why would you want to import CCL artefacts into a UBL spreadsheet when there is no direct relationship?

OK, forget that 'A.B.C.D'. I'm seeing dots where there aren't dots.

But take

"Application_ Organization. Designated. Tendering_ Contact"

This is an ASBIE DEN from the CCL

In UBL it would probably like this

"Application Organization. Designated Tendering_ Contact. Contact"

or

"Application Organization. Designated Tendering Contact. Contact"

UBL uses qualifiers differently to the way they are used in the CCL generally.

The more I look at the task of aligning the varying ways of applying CCTS
the more inclined I am to think importing CCL BIEs into a UBL spreadsheet
isn't really feasible.

I'm finding a lot of issues trying to create UBL-ish BIEs from CCL ones.
It look slike there is even more variation between the UBL implementation
of CCTS and the CCL implementation,
e.g. extra qualifiers in the CCL BIEs and an extra component in the CCL
dictionary entry names (A.B.C.D compared with UBL's limit to A.B.C).

Anyone tried converting CCL BIEs to UBLish spreadhseets? I'm just trying
to output UBL NDR schemas from CCL BIEs. I guess I'm going to have to
accept that the DENs (at least in the UBL-ish spreadsheets) are going to
be different to those in the CCL. I might not even be able to convert the
DENs back to CCL DENs in the schemas because the UBL NDR schemas
have slightly different CCTS terms from those in the CCL. I guess this may
be a difference in version of CCTS implemented along with different
implementations (interpretations?) of CCTS.

Many thanks Asuman, that's great news. Great that folk can
take a set of CCTS and/or UBL model spreadsheets (I'd
especially be interested to apply it to TBG17 ones, even if
iSURF eDoCreator requires any changes to the spreadsheets)
and get a set of UBL-NDR schemas. I think UBL 2.0 NDR schemas
are great for the timebeing (datatype requirements permitting)
but for full datatype/codelist capabilities/flexibility I'd especially be
delighted to see UBL 2.1 NDR schemas supported - but I'm sure
folk can wait patiently for that. Worth the wait (IMO).
