it's a matter of time,
cause now UBL is required to provide support to all actual implementations for longer time than expected.

I always believed that UBL 2.0 was a conformant implementation of CCTS 2.01 and I get confused by your words.

Anyway I remind there have been several contributes from the UBL TC to ensure the best of breeds solution for both NDR 3.0 and CCL will be reached.

Unfortunaltely I knew that many precious contributes have been ignored by CEFACT and I really hope that the CCL today is not reflecting this.

Probably CCTS 2.01 was not constraining too much the naming of components, anyway I am surprised that using UBL 2.0 or even UBL 1.0 it was possible to generate a software from the syntax, by simply using the element and attribute names as "labels" for the GUI.
The same is not possible with CII as the naming is not really "human" but seems to be generated by an online translator.

As UBL, CII, ... are providing the business face for XML, I think "naming" is still an important aspect, expecially to promote the development of easy a low-cost software.

There have been already a big opportunity to avoid such differences, by using UBL 2.0 as the 1st usable set of business documents, and by providing new updates to all UBL adopters, directly from the CEFACT standardization process. 
 
The problem is that UBL is only partially conformant to CCTS and the CCL.  Others are moving towards much greater conformance to the specification - especially version 3 of the specs (CCTS, Data Type Catalogue, NDR, Context Methodology) and direct alignment to the CCL.
